THE PROJECT
Las Higuericas,
Finca Parcs was a project promoted by the developer, Cleyton GES SL.
The funding bank was Caja de Ahorros del Mediterraneo (CAM Bank) and the
construction
company was Dragados.
The site is close to the small village of Agramon which is around 20km
from Hellin.
Due to its location inland - around 45 minutes from Murcia - Finca Parcs
was promoted
by Cleyton GES SL as 'The Real Spain'.
The 'Real Truth' is that Cleyton GES SL and CAM Bank failed to issue the
legally required
Bank Guarantees to every purchaser.
There were 617 plots split over 5 phases. Phase 1 has around 36
virtually completed
houses and another 69 in various stages of build. No purchaser
completed their
purchase as Hellin Town Hall refused to issue any Licences of First
Occupation.
Phase 2 has houses in various stages of completion.
Building Licences (Licencia de Obra) were issued for Phases 1 & 2.
Some
construction
did take place on Phase 3, despite the fact that Building Licences
were never issued for Phases 3, 4 and 5.
The project was sold off-plan prior to any building licences being issued.
The project now
sits abandoned and is guarded by a lone security guard.
The project suffered many problems including many early deposits being
lost to the
now liquidated Sales Agent, Aramis Investments UK Limited, opposition
from the
Green Party and Ecologists as well as a tediously slow build schedule.
Despite the first reservation deposits being
taken in 2004, 5 years later in 2009 when the project was
abandoned only
36 of the
617 houses were completed, although as
mentioned above not even these have been issued with the Licence of First
Occupation.
